declared a state of emergency and he joins united states live tonight -- joins us live tonight by phone. what's your advantage by declaring a state of emergency so far in advance? >> we always try to be prepared in advance and what this does is allow us to call up various resources, extra state police, the national guard which we have about 70 or 80 soldiers now that have been called up. it allows local governments to make decisions about shelters, about local mandatory evacuations, depending on the flooding potential in their area, curfews and so forth. and basically allows us to stand up the operation centers around the state and have better coordination. we want to be ready. this is an unusual storm with a tropical event from the south and a cold front from the west that really, it looks like a long standing event, maybe four days of wind and rain and that's very unusual. >> what is your biggest concern for your state during this storm? >> well, i think sustained rains softened the ground. we've got gusts that are going to be anywhere 60, 80 miles an hour near the coast and maybe 40,
